Supporting Tools and Publications

Tools

Dr Carter and his team, have developed a suite of models and web based applications which have assisted contracting, procurement, and supply chain professionals around the world, these include:

Procurement People and Process Evaluation

This application is designed to enable organisations to determine their relative position in terms of their procurement and contracting operation on the DPSS People and Process matrix.

This will enable the organisation to develop a “route map” to reach their desired position.

How to evaluate Sustainable Cost Saving Opportunities

This application is designed to enable organisations to plot their potential for sustainable cost reductions along the DPSS sustainable cost reduction opportunities continuum. It will also provide organisations with an indication of how these savings could be secured.

Contract Risk and Value Classification Analysis

This application is designed to enable organisations to determine the risk to value status of a new contract before taking it forward. This analysis is critical given the impact that it has on all aspects of procurement and contracting, including sourcing, relationship management, supplier selection and post award management of the contract.

SRM – Supplier Relationship Management Analysis Tool

The SRM Analysis Tool is designed to enable parties to a commercial relationship to evaluate the quality and appropriateness of their relationship and to compare and contrast the perceptions of both sides. The nature of the relationship can be affected by the classification of the contract, strategic, routine, leverage and bottleneck.

n the first instance you complete the survey from your perspective and review the outcome, which should reflect your interpretation of the nature of the relationship that you think currently exists. If the analysis does not reflect your understanding then you may want to review your responses.

The next step is to get your provider/supplier/contractor/partner to also undertake the survey and then you can compare results. The app will also provide practical guidance as to what may need to be done to improve the relationship (if the relationship is not appropriate).

How to develop appropriate Scopes of Work and Specifications

This Application is designed to give guidance to procurement and end user teams as to the type of scope of work/specification creation methodology that is best suited to the item/service under consideration. The App will analyse the responses and will display the results in a matrix format.

Contract Management – Process and Procedures

This interactive Application enables a contract to be classified in terms of risk and value and then guides the user through the process for all the key procedures that need to be performed in the post-award phase. Secondly, it contains the key document templates that can be used to support these procedures whether it be in the form of action logs or communication records. Thirdly, the app provides the user with detailed instructions and guidance on how each step in the process should be managed.
